Cilantro's gem env configuration

When I load the cilantro environment it doesn't work the way I want it to...
for example if I were to load a gem from the console using gem install json_pure then it would install the rdoc's etc...
The following patch sets up the sandboxed gemrc so that any way of accessing the local repository (if using the config) will use the same settings.
